Northern Ontario — encompassing Sudbury, Sault Ste. Marie, Thunder Bay, Timmins, North Bay, and the vast resource and tourism communities of the Canadian Shield — has a dedicated funding ecosystem that southern Ontario businesses don't have access to. The Northern Ontario Heritage Fund Corporation (NOHFC) and the federal FedNor agency together represent hundreds of millions of dollars annually directed specifically at Northern Ontario businesses, communities, and infrastructure. If your business operates in Northern Ontario and you're not actively using these programs, you are almost certainly leaving money on the table.
Northern Ontario Heritage Fund Corporation (NOHFC)
The NOHFC is Ontario's dedicated regional development agency for the north, delivering grants, loans, and equity investments to businesses, communities, and not-for-profit organizations. NOHFC is distinct from provincial programs that serve all of Ontario — it is specifically and exclusively for Northern Ontario.
Business North Program
- Who it's for: Small and medium businesses in Northern Ontario with fewer than 500 employees and $50 million in annual revenue
- Funding: Non-repayable contributions (grants) of up to $1 million for eligible projects — this is among the most generous SMB grant programs in Canada on a per-project basis
- Eligible costs: Capital assets, equipment, renovations, technology, business development activities, marketing, feasibility studies
- Minimum project size: No stated minimum for smaller projects; realistic threshold is $25,000–$50,000 in eligible costs
- Application: Through the NOHFC online portal (nohfc.ca) — rolling intake, decisions within 90 days of complete application
Northern Ontario Internship Program (NOIP)
- Wage subsidy for businesses hiring recent graduates in Northern Ontario — up to $20,000 per intern for a 12-month placement
- Targets new graduates in technology, engineering, business, health, and natural resources
- Employer must be registered in Northern Ontario
- Applications rolling; typically several intakes per year
Young Entrepreneur Program
- Grants of up to $50,000 for entrepreneurs aged 18–40 starting or growing businesses in Northern Ontario
- Mandatory business training component required
- Preference given to businesses in sectors with growth potential for the Northern Ontario economy
Community Enhancement Program
- Infrastructure and community development projects — most relevant for municipalities, First Nations, and not-for-profits
- Up to $1 million per project for community facilities, tourism infrastructure, and cultural amenities
FedNor (Federal Economic Development Agency for Northern Ontario)
FedNor is the federal equivalent of NOHFC — a regional development agency specifically serving Northern Ontario. FedNor delivers programs directly and through a network of Community Futures Development Corporations (CFDCs):
- Business and Regional Growth Program: Non-repayable contributions for businesses investing in innovation, productivity, and export capacity in Northern Ontario — typical range $100,000 to $5 million for established businesses
- Community Futures Program: 24 CFDCs across Northern Ontario provide small business loans (typically $10,000–$150,000), advisory services, and business training at low or no cost
- Economic Development Program: Funding for initiatives that strengthen Northern Ontario's economic base — relevant for industry associations, economic development organizations, and regional clusters
Sector-Specific Opportunities in Northern Ontario
Mining and Resource Sector
- Centre for Excellence in Mining Innovation (CEMI): Sudbury-based innovation hub supporting mining technology companies with research partnerships and funding connections
- Ontario Centre for Innovation (OCI) — Mining Stream: Project funding for mining technology companies in partnership with academic institutions
- Northern Ontario's mining cluster is one of the most heavily funded research and innovation ecosystems in Canada — mining equipment, software, and service companies have access to deep R&D support
Tourism and Hospitality
- Northern Ontario has distinct tourism assets (fishing lodges, fly-in camps, winter tourism, Indigenous cultural tourism) that qualify for provincial tourism programs plus NOHFC's tourism infrastructure funding
- Destination Northern Ontario (DNO) co-ordinates regional marketing and connects operators to funding programs
Forestry and Value-Added Processing
- Northern Ontario forestry operations and sawmills can access NOHFC capital funding plus federal forestry sector programs through Natural Resources Canada
- Value-added wood product manufacturers (cross-laminated timber, manufactured housing components) have access to IRAP and FedNor innovation funding
How to Apply for NOHFC Funding
Step 1: Confirm your location qualifies. Use NOHFC's eligibility map at nohfc.ca — the boundary follows the standard Northern Ontario definition and includes all municipalities north of the French River / Nipissing District line.
Step 2: Choose the right program. Review all NOHFC programs at nohfc.ca — Business North is the primary program for SMBs, but review the full list as some sector-specific streams may offer higher funding levels.
Step 3: Prepare a strong project description. NOHFC evaluates projects on economic impact (jobs created or retained), innovation, alignment with Northern Ontario strategic priorities, and financial viability of the applicant.
Step 4: Apply online and be patient. Applications submitted in Q1 of the provincial fiscal year (April–June) historically receive faster processing as annual budgets are being deployed.
