Ontario manufacturers looking to develop new products, improve production processes, or adopt advanced technologies have access to one of Canada's most powerful innovation funding programs: the NRC Industrial Research Assistance Program (IRAP). Unlike many grant programs with fixed dollar caps, IRAP is highly flexible and has funded projects ranging from $50,000 to over $1 million. What Is NRC IRAP?
The National Research Council Industrial Research Assistance Program (NRC IRAP) is Canada's premier innovation assistance program for small and medium-sized businesses. Administered by the National Research Council of Canada (NRC), it provides both financial support and advisory services to help Canadian businesses develop and commercialize innovative technologies.
Unlike SR&ED tax credits (which are claimed after the fact), IRAP funding is typically approved in advance and provides direct cash contributions to cover a portion of eligible project costs. This makes it particularly valuable for manufacturers who need capital to fund engineers, prototype development, and testing before they can generate revenue from a new product line.
NRC IRAP operates through a national network of Industrial Technology Advisors (ITAs) โ experienced professionals who assess your project, help you structure your application, and act as ongoing advisors throughout your funded project.
Who Is Eligible for IRAP?
IRAP is targeted at Canadian small and medium-sized businesses engaged in technology-driven innovation. Eligibility requirements include:
- Incorporated as a for-profit business in Canada
- Fewer than 500 full-time employees
- Projects must involve genuine technological innovation โ improving a product, process, or service through the application of science or engineering
- The business must have the financial capacity to carry out the project (IRAP does not fund 100% of project costs)
- The project must be commercially viable with a realistic market opportunity
For Ontario manufacturers specifically, IRAP has funded projects in precision machining, automation and robotics, advanced materials processing, industrial IoT implementations, and environmental technology. You do not need to be a high-tech startup โ traditional manufacturers with genuine technical challenges qualify.
How Much Funding Can You Receive?
IRAP funding amounts are project-specific and determined through negotiation with your assigned Industrial Technology Advisor. General guidance:
- Small projects (Youth Employment Stream): Up to $50,000 to hire post-secondary graduates to work on technical projects
- Standard IRAP contributions: Typically $150,000 to $500,000, covering 50โ80% of eligible labour and contractor costs
- Large collaborative projects: Can exceed $1 million, particularly when partnered with NRC research facilities or post-secondary institutions
Eligible costs include salaries of technical staff working on the project, fees paid to Canadian subcontractors, and in some cases, equipment required exclusively for the R&D activity. Materials, administrative overhead, and capital equipment are generally not covered.
How to Apply for IRAP
- Contact your regional NRC IRAP office โ find your local office at nrc-cnrc.gc.ca/irap
- Request a meeting with an Industrial Technology Advisor (ITA) โ this is the critical first step. ITAs assess whether your project is a fit before any paperwork is submitted
- Develop your project description with ITA guidance โ define the technical challenge, proposed approach, team, and expected commercial outcome
- Submit a formal application through the IRAP portal (your ITA guides this process)
- Sign a contribution agreement once approved โ this outlines milestones, eligible costs, and payment schedule
- Execute the project and submit quarterly progress reports and financial claims
- Receive milestone payments as project phases are completed and verified
Tips for Ontario Manufacturers
- Call before you're ready. The ITA relationship takes time to develop. Contact IRAP six months before you need funding โ not six weeks.
- Frame it as a technical problem, not a business problem. IRAP funds the R&D work, not the business development. Describe the engineering challenge.
- Stack with SR&ED. IRAP contributions and SR&ED tax credits can sometimes be combined. Work with a tax advisor who understands both programs.
- Use the Youth Employment Stream first. If you're a first-time applicant, the $50,000 youth hire stream is easier to access and helps build a relationship with your ITA for larger future projects.
